Move Update to Expand to Standard Mail
Return to News Items February 28, 2008The Postal Service announced that Standard and Nonprofit Mail would have to comply with Move Update requirements as of November 23, 2008.
Currently, only presorted First Class mailings must comply with the Move Update requirement.
The USPS hopes that by expanding Move Update to these additional classes of mail, it will reduce its Undeliverable As Addressed (UAA) mail some 50% by 2010. UAA mail currently runs at 9 billion pieces a year.
Along with making Move Update a requirement for Standard Mail, the Final Rule also shortens the update cycle to 95 days from 180. This change affects First Class, Standard and Nonprofit mailers.
Move Update can accomplished in several ways:
1. Address Change Service. ACS provides change of address information to mailers electronically. Mailers add a unique mailer identification code to their mailpiece that identifies them as ACS participants. Cost per electronic notice:
- First Class - .06
- Other than First Class - .25
Rates are less expensive when used in conjunction with an Intelligent Mail Barcode.
2. NCOALINK. Your list can be compared to the USPS' entire change-of-address database. Matched addresses are automatically updated on your list. Names on the NCOA list go back four years. See our accompanying article: http://www.posthastemailing.com/news/33
3. On-piece ancillary service endorsements. Mailers can use any one of the four ancillary service endorsements - Address Service Requested, Return Service Requested, Change Service Requested or Temp-Return Service Requested. The important thing to remember is you have to use this endorsement on a prior mailing within 90 days of November 23, 2008.
